Thank you Oliver,it was my fault, while trying to force lines from linestring to multistring i changed the metadata in the layers ('edit_geometry_type' 'line' ) to ('edit_geometry_type' 'multiline' ), which doesnt cause any other side effect. If you look at the source of the page displayed, can you 
find the tool ? if yes, then it is simply a templating/html/css problem, or 
maybe simply missing an image.
 
Otherwise, if the layer is set to be not visible at a 
certain scale, the tool will not be active unless you are at the correct 
scale.
If thats not the case, I suppose you will need to try to 
debug the code to know whats going on.
The edit tools are handled in ClientEdit.php, function 
getTools
