It depend of what you need to do with the data.
If it is only for simple query on the map, you can use the dbf.
To make a layer queryable, you have to add a TEMPLATE "something" in the
layer in the mapfile. The text between quotes("something") doesnt mean
anything in this case, but you must write some word.

Then add the id of the column in the dbf you want to use as main
identificator and set a METADATA element in the mapfile

in the exemple, you can see you can also specify if the parameter is a
integer or a string.
the "query_returned_attributes" paramater let you specify which parameters
will be returned by the query and displayed in the web page under the map,
in case you only want a few.
If you want all the parameters, do not use "query_returned_attributes", all
parameters are returned by default.
