All,

the ROI and Ruler tools are working again.  They were actually working 
before, just hidden beneath the map image.  But fixing it revealed a 
fundamental problem in how the mouse is tracked, which I have also fixed.

Also, a bug in the WMSBrowser widget has been fixed that caused an 
invalid Context when using the DownloadContext widget with layers added 
through the WMSBrowser.
