[Chameleon] howto set default active layer

Hi John,
thanks for finding this. I've committed a fix to both 2.0 and 2.1 in CVS.
For the record, I included your comments in bug 931. Not sure if you
have a bugzilla account so I didn't cc you on this short-lived bug :)
