[Chameleon] maptips not updating

Josh,

as with many of the widgets, JSAPI support was never added to MapTips  
because the client who paid for it did not need that functionality  
and was not willing to fund the extra time to put it in.  It would  
probably not be too difficult to add support, but it would require  
changes in several places to get it to work I think.  If anyone is  
willing to do it, I'll see that it makes it into cvs.
