[Chameleon] how to change legend_template

Hi,

I am trying to change the legend template file, and I want to know how
to setup the parameter value.

For example:
    [if name=layer_status oper=eq  value=1]
    [if name=wms_name oper=isnull][/if]
    [if name=wms_name oper=isset] [/if]

Is there a place where I can get complete list of "name". I guess these
"names" are for the map file tags, e.g. "layer_status" for map file
"STATUS" tag. 

Also, where is "oper" defined? Is it defined in map file too?
