[Chameleon] fix to WMS layer info popup

Hi,

I've applied the following change to
htdocs/common/phpwms/layerinfo_body.phtml, line 463:

echo '<a href="' . $szMetadataURL . '" title="' . $szMetadataURL. '">' .
$szMetadataURL . '</a>';

This change encodes the MetadataURL in an href, which will allow the
user to click on the link.  Suggest this be applied to CVS, as a
MetadataURL element will always return a web URL, which, naturally,
should be clickable :)
