I checked again the config.log and also discussed with my co-worker 
here.  It seems that there is no check in the MapServer configure to 
detect if ming.h is really at the place it should be.  Could verify if 
ming.h is at the right path in

/home/hao/test/FGS_PKG/fgs-dev/built/ming/include  ?
