Frank,

FWTools includes OGR which mostly aims at GML 2.x.  It also
includes MapServer which can now produce GML 3L0 (a
simplified GML 3) as well as GML2.x.  Not that OGR's GML
reading (and possibly writing) aren't all that rigerously standards
compliant.
