[FWTools] FWTools 1.0.6 (Windows only) released

Folks,

I have prepared an FWTools 1.0.6 release from the latest openev, gdal, and
mapserver code.  Let me know of any problems.

No linux this time.  Just pushing out a quick release for a client.
