[FWTools] FWTools and C#

Jim,

Currenly FWTools contains only the GDAL/OGR C# assemblies. I think
that this particular problem can be solved using the [FWTools
dir]/csharp/osr_csharp.dll.

For more information about using this dll take a look at the
OSRTransform.cs sample in the csharp/apps directory.
