[FWTools] GDALRasterizeGeometries() and Python

Travis,

I have checked, and can confirm that the rasterize geometries function
is not currently exposed in Python at all.  I've been adding bindings for
some other algorithms this week, and I'll look at adding one for this too,
though I think it may be a bit tricky.
