[FWTools] FWTools 2.4.1 Release for Windows

Folks,

I have produced a new release of FWTools for Windows at:

   http://home.gdal.org/fwtools/FWTools241.exe

I struggled with the mapserver build since trunk now directly depends on
libjpeg and libpng.  I did not really test the result so please let me know
if anyone notes that it is broken now.
