[FWTools] convert EPSG 31981 to EPSG 3857

Hi Karel,

Yes. You can use the command line tool ogr2ogr (included in FWtools) to do
this. E.g. if the input shape is input_31981.shp and the output file will be
output_3857.shp this could look like this:

ogr2ogr -t_srs "EPSG:3857" output_3857.shp input_31981.shp
