I have just installed this, and the oracle plugin, executed the same command and get the same error.
ogr2ogr -f OCI OCI:username/password at instance c:\vmd\merged\area\*.SHP GEOMETRY_NAME=GEOMETRY MULTI_LOAD=TRUE SRID=27700
Is the syntax any different for the oracle plugin?

Try OSGeo4W instead of FWTools. It has an Oracle 10g plugin as a separate package.
