[ka-Map-users] Using legends in CVS

My question is how do I properly set my metadata in the map file so that the 
"group_title" is used right?  I think I have it working, but then each layer 
is completely opaque and covers up the others.  Is that the way others expect 
it to work?  Maybe I'm trying to treat it like a normal MapServer app and 
shouldn't be?  I want the top layer to not have an opacity settting, but I 
want the background to be transparent.

Make sense?
