Lorenzo,

if we come up with a way to re-organize, I can move the files on the  
cvs server so we don't lose the history associated with the files.   
This would be preferable.

I don't think we should use 'core'.  I used it in another project and  
it confused my cvs client (CVL) because core files are ignored by  
default.

I agree with the general idea of restructuring into

htdocs/css
htdocs/images
htdocs/js
htdocs/php

and we could add htdocs/help
