Maplab passes these values through to mapserver, so this question can
probably be better addressed on the mapserver-users list. My
understanding is that there is not currently support for inequality
operations on strings in mapserver. I think this is going to be
addressed in an upcoming release, but for now maybe you can convert
your Fips_code to some unique numeric equivalent.
