[ms4w-users] "Page cannot be displayed" when running phtml scripts

I don't see why this is happening.  I have a test machine with IIS on 80 
and Apache on 8080, and I have no problems accessing 
127.0.0.1:8080/index.phtml

sorry.  maybe someone else sees what's going on.
