It seems that PHP 5.2.2 and 5.2.3 have a broken libmysql.dll, see:
http://bugzilla.maptools.org/show_bug.cgi?id=1730

... and I also read elsewhere that using the libmysql.dll from MS4W 
2.2.3 could solve the issue.
