[OSRS-PROJ] Projection Information Weather Satellite

Hi Brayn,

I think it is a gostationary satellite system so the projetion
seems to be "ortho" the coordinate lon_0 is synchroneous to the UTC 
dat below the image. Pleas read the part

The lat is a little bit difficult to find.
But you can set the datas you can set your own parameters.
