[OSRS-PROJ] Beginner Question

hi,

my problem right now:
i got a map (mercator) where i know the scale,
the lat+long from all endpoints.

now i need the the x&y cords, by lat and long input.
(is a europe map, and i need to highlight citys)

how/can PROJ.4 help me with that problem?
