[Proj] SRS barn update

Hi,

I've written a new progress report on my https://gdalbarn.com/ activities on 
https://erouault.blogspot.com/
An important milestone has been reached now with the SQLite-based CRS and 
coordinate operation database being in place and usable.

Altough not finished yet, I think that it could be interesting for this work 
[1] to be merged into master for broader testing. I'll prepare soon a RFC for 
that purpose.
