I don't know if you use the ROSA-Applet in conjunction with the
CGIBinary Mapserver or some kind of MapScript. However,
xxx_NAME should be a variable name to be set to xxx_VALUE,
e.g.
<PARAM NAME="TB_BUT_zoomout_NAME" VALUE="zoomdir">
<PARAM NAME="TB_BUT_zoomout_VALUE" VALUE="-1">
or
<PARAM NAME="TB_BUT_pquery_NAME" VALUE="mode">
<PARAM NAME="TB_BUT_pquery_VALUE" VALUE="nquery">
