Today, I built all Shapelib utils and PROJ.4 utils using
Visual C++ 2005. I tested it on Windows XP.

Here is my distribution:

Note, all *.exe files dynamically load shapelib.dll and proj.dll,
so make sure there is no old version of these libraries in
your system in common DLL libraries location like C:\Windows, etc.
