Humm i never used Drupal...

All i can suggest is to decompose the problem:
1) Make it works with a standalone OpenLayers 2.9 with TinyOWS
    (cf http://tinyows.org/trac/wiki/OpenLayersHowToTransactional)

2) And then include OL 2.9 with Drupal, with the help of Drupal list
