Ian,

No, I'm afraid not.   Note that the FWTools 1.0.0a2 on linux
does, but I have not yet build GEOS into FWTools on win32.

I have started work on making OGR use the GEOS C API
(new in 3.0) and my hope is that will make inclusion in FWTools
on win32 practical.
