[FWTools] FWTools 1.3.1 Released

Folks,

I have uploaded a fresh build of FWTools for Windows and Linux.  No
substantial configuration changes though I did upgrade to Kakadu 5.1
on Linux.

But there have been some nontrivial improvements in GDAL and MapServer
since the last FWTools release.

I am not yet build in AGG for MapServer though that is the most exciting
area of change for it.
