[FWTools] JP2KAK and FWTools

Folks,

It has come to my attention that the current Kakadu licensing does not seem
to permit redistribution of binaries on a non-commercial basis.  I think there
was once such permission.

So, I shall have to discontinue including the Kakadu based JP2KAK driver in
future FWTools distributions.  The JP2MRSID and JP2ECW drives should still
be useful for reading jpeg2000, and the JP2ECW driver can be used to write
modest sized jpeg2000 files.
